Identifying and Addressing the Barriers to Reducing the Cost of Higher Education

This panel session will start with descriptions of a number of current approaches to reducing the cost of higher education. Then, working with the audience, the main barriers to the replication of these approaches in other institutions will be identified. The session will finish with a discussion on possible strategies for overcoming these barriers.
Annabell Busch
Senior Solution Engineer , Blackboard Europe
Annabell Busch (Maître ès Lettres, Mag.phil.) joined Blackboard in early 2013 as a Solutions Engineer and brings almost 20 years of experience in implementing IT infrastructures and e-learning solutions. In this role, she supports institutions and partner companies in the use of EdTech solutions and helps them with pedagogical and strategic challenges.
Based in Vienna, she works with higher education institutions in France, Germany, Switzerland, Austria as well as parts of Africa, addressing a variety of contexts in higher education and corporate training.
She combines deep functional knowledge of the Blackboard solutions portfolio and the EdTech landscape with pedagogical expertise gained over years in the field. She has supported numerous clients in Europe with their digital transformation. Previously, she was responsible for e-learning at the University of Vienna for almost ten years and helped build up the e-learning infrastructure from scratch. She holds a Master in Humanities and Media Studies from the University of Vienna and a Master of Arts from the Sorbonne Paris 4.
Ulf-Daniel Ehlers
Professor for Educational Management and Lifelong Learning, Baden-Wuerttemberg Cooperative State University Karlsruhe, DHBW, Germany
Ulf-Daniel Ehlers has been appointed Professor for Educational Management and Lifelong Learning at the Baden-Wuerttemberg Cooperative State University in Karlsruhe in 2011. From 2011-2016 he held the position of Vice president at the same university and has been responsible for Quality and Academic Affairs. He is the elected Vice-president of the European Association for Institutes of Higher Education in his second term (2017-today) and director and member of the executive committee of the European Distance and E-Learning Network (2018-2021). Ulf is founding member and past President of the European Foundation for Quality in E-Learning (2011-2014). He has served as elected President of the largest Association for E-Learning in German speaking countries, The Society for Media in Science (GMW e.V.) (2008-2010).

Programme Director Educational Innovation, Wageningen University&Research, Netherlands
At Wageningen University&Research Ulrike has lead several innovation programmes with a huge impact on the organization of education: Open&Online Education, Flexibilization and now Professional Education. She leads as well a National Programme for Flexibilization, which is part of the Dutch Acceleration Plan for Educational Innovation with ICT. The Dutch pilot for introducing Microcredentials in HE has been initiated in this context. Being an innovator in heart and mind, she follows Wayne Gretzky famous saying: 'skate where the puck is going, not where it's been'.

Brian Mulligan
Head of Online Learning Innovation, Institute of Technology Sligo, Ireland
Brian qualified as an Engineer in 1978 and originally worked in mathematical modelling and simulation, and the application of IT in engineering. He is currently Head of Online Learning Innovation in the Centre for Online Learning at the Institute of Technology Sligo where he has worked as a lecturer and learning technology developer since 1984. He has been a leader in online distance learning in Ireland, initiating it in the country’s largest provider, IT Sligo, in 2002 and has contributed significantly to the growth of e-learning in Ireland since 1999 as a founding member of the Irish Learning Technology Association. His particular interests at the moment are in lean methods of content development, lowering the cost of higher education, work-based and project-based degrees.
