Steven van Luipen is an independent consultant specialising in professional learning, team collaboration and organisational change — primarily for public-sector organisations navigating complex challenges such as digitalisation, leadership development and cross-organisational collaboration. He works largely within public construction and infrastructure, where he designs learning programmes and facilitates change for organisations tackling shared, high-stakes issues. His aim is to help teams reach a better understanding of the problems they face, agree on lasting solutions, and improve how they perform together.
His practice combines hands-on programme design with a strong interest in the theory beneath it, drawing on institutional and organisational thinking to make sense of how professionals learn inside complex systems. He is increasingly focused on how AI can support learning and behaviour change in the flow of work, rather than as a bolt-on to traditional training. Steven co-facilitated OEB pre-conference workshops in 2019, on using chatbots for coaching and reflection, and in 2024, on AI and creativity.
