Carlos is Head of the Department of Human Development with Technologies of IFHT at the UERJ. He held positions at municipalities in three major management areas: public organizations; civil servants development; health systems; and lifelong education of health professionals.
He is Guest Professor of "Ethics and RI" at the Postgraduate Programs in Infectious and Parasitic Diseases; and Family Health at UFMS.
He is an individual member and institutional member representative (LAIS/UFRN) of the International Council for Open and Distance Education (ICDE) and participant of the LA Cluster.
Carlos advocates ODL and technological mediation in HE and PD offers. Since 2007, he is involved in ODL offers for workers of the Brazilian National Health System (SUS). He has been a researcher at the Laboratory of Technological Innovation in Health (LAIS) of UFRN since March 2016. He acts in the Rapid Response to Syphilis Project (#SífilisNão) and the AVASUS (ecoeducational sytem of SUS).
