Digital Transformation: Opportunity or Threat to Quality Higher Education?

Today´s diverse, challenging demands for higher education and lifelong learning meet in a common endeavour: the need for quality assurance.
This interactive session, moderated by the International Council for Open and Distance Education (ICDE) will identify issues for the future quality assurance agenda and, based on your input and insights, identify appropriate measures to meet these.
The session will be kicked-off with a conversation between representatives from governmental organisations, educators and quality agencies, based on the results from a brief survey amongst you, the OEB participants on quality issues. The link to the survey can be found online from the end of October until the end of November.

Ebba Ossiannilsson

Dr. Ebba Ossiannilsson, is the V President for the Swedish Association for Distance Education (SADE), and the V President for the Swedish Association for E-Competence (REK). She is the founder and owner of Ossiannilsson Quality in Open Online Learning (QOOL) Consultancy. Ossiannilsson is a senioer consultant at Mentorix, Denmark.
Dr. Ossiannilsson was awarded the EDEN Fellow title in 2014, and she became Open Education Europa Fellow in 2015. Since the year 2000, she worked at Lund University, Sweden, as an e-learning, open online learning expert, and advisor with special focus on quality. Ossiannilsson is a researcher, advisor and consultant. In addition, she has worked as a consultant at several of the prestige national universities. She is frequently invited as keynote speaker for international, and national conferences, within the area of open, online, flexible, and technology enhanced teaching and learning (OOFAT) and quality. She is board member in national and international associations, in the area of open online learning and education (EDEN EC, former EFQUEL, earlier in EUCEN). She was the research leader for the ICDE research study on global overview of quality models, and the evaluator of the SEQUENT project on quality. Ossiannilsson collaborated with the EC ET working group on digital and online learning on quality in OER, MOOCs and open education and with Commonwealth of Learning. She was an expert for IPTS on their work on the framework for open education. Ossiannilsson is a quality reviewer for both ICDE as well as for EADTU, ECB Check, and also for former EFQUEL. She Was in the board for LANETO, and was among the founders of EPPROBATE. Ossiannilsson is coordinating the ICDE_ON_BOLDIC on behalf of the Swedish Association for Distance Education (SADE). She is in the Board for several scientific Journals and the Editor in the Education Sciences Journal, the topical collection on MOOCs. Ossiannilsson is representing EDEN in ISO, and she works at national level in SIS/ISO (Swedish Standards Institute /ISO. She has a passion to contribute to open education for a Future We Want for All, as is emphasized by UNESCO for 2030.
Ossiannilsson has conducted several research studies in open online learning, including flexible learning, OERs and MOOCs, and personal learning environments. She has conducted several national overview reports, for example, the POERUP, ADOERUP, Global OER Mapping, the IPTS Member States Case Studies on Policies for Opening up Education, and for the Open Education Working Group. She was one of the promoters for introducing MOOCs in Sweden, and she has finalized some 40+ MOOCs herself, since its start in 2008. She was invited as Quality expert for the investigation on MOOCs by the Swedish Higher Education Authority (UKÄ).
Ossiannilsson is a senior consultant at Mentorix, Denmark, and serve as a pedagogical consultant and researcher for the Next Generation Digital Learning Envioronment (NGDLE). She has conducted research in the area with an extensive publications on personal learning, and learning "just for me".
Ossiannilsson earned her PhD at Oulu University, Finland in 2012 with a dissertation on Benchmarking e-learning in higher education: lessons learned from international projects. Her dissertation has fortunately had a very large outreach and is often cited. Ossiannilsson’s publications comprise over 200 publications: Conference papers, Journal articles, Book Chapters, Reports, Editor for books, a forthcoming book (Springer on open education) and her dissertation. Stephan Hamberg is the head of evaluation and quality enhancement at the Norwegian Agency for Quality Assurance in Education (NOKUT). Stephan is a political scientist and has worked extensively with quantitative and qualitative indicators related to quality assurance and enhancement in Norwegian higher education. Currently Stephan is leading multiple eveluation and development projects at NOKUT.

Technology Director, The French Project Pericles, France
As Technology Director at HEC, Jacques leads collaborative initiatives in technological R&D, in cooperation with French universities, high-tech companies from the Systematic Paris Region cluster and academic partners from Europe and French-speaking Africa. These projects involve next-generation networks, distance learning as well as evaluation and learning analytics. Jacques is the coordinator for the PERICLES project, an e-education project from the national Investments for the Future program (Programme des Investissements d'Avenir). He is a member of the French delegation to ISO/IEC JTC1 SC36, Secretary for AUNEGE, the French OER repository for Management & Economics, and a member of the Steering Committe for Telecommunications at Systematic Paris Region.

Dr. Christian M. Stracke is Associate Professor for Open Education and Innovation at the Open University of the Netherlands. In addition he is Advisory Professor at the East China Normal University (ECNU) in Shanghai, and Adjunct Professor at the Korea National Open University (KNOU) in Seoul.
His main working fields are Open Education, technology-enhanced learning, educational policies and philosophy, learning innovations and quality, impact assessment and competence development.
He has founded and established ICORE, the International Community for Open Education and Research and LINQ, the annual international conference on Learning Innovations and Quality.

Gard Titlestad
Secretary General, International Council for Open and Distance Education (ICDE), Norway
As Secretary General for International Council for Open and Distance Education, ICDE, Gard Titlestad is head of the ICDE Permanent Secretariat. In close partnership with UNESCO, online, open and flexible education including e-learning is positioned to contribute to Education 2030: Towards inclusive and equitable quality education and lifelong learning for all. Before ICDE he served as director at the Nordic Council of Ministers, NCM, in Copenhagen, Denmark. He managed the secretariat for several configurations of ministers including the ministers for education and research, the ministers for health and social affairs, the ministers for labour affairs, and ministers for IT. Gard has been Research Counsellor for Norway and member of the executive team for the Norwegian delegation to the European Union in Brussels. Prior to this, Gard was a senior official in the European Commission, Directorate General Information Society. In Norway Gard worked for the Norwegian Government in research and development agencies. Gard is educated Physiochemist and in legal and management issues.

Torunn Gjelsvik
Senior Adviser, International Council for Open and Distance Education (ICDE), Norway
Torunn Gjelsvik (born 1970) has more than 16 years of experience from the field e-learning and ICT in education. As head of development for the E-learning Centre at BI Business School and rector and managing director of two Norwegian online schools Torunn has developed both highly strategic and operative expertise in distance and flexible education, social media and the use of technology in teaching and learning. In 2013 Torunn was engaged as project manager for Flexible Education Norway and published the report: «Innovation and challenge – pedagogical development of Norwegian distance education institutions 1995-2015». Since 2015 Torunn Gjelsvik has been engaged as Senior Adviser and project responsible at International Council for Open and Distance Education – ICDE, the leading global membership organization for online, open, flexible and technology enhanced education. In 2016 Torunn took place in the orientation board of the French National Center for Distance Education - CNED.
