National Cooperation to Innovate Tertiary Education: the Dutch Approach

All public vocational education such as training schools, universities of applied sciences and research universities in the Netherlands received a €640M budget to bring a catalyst to innovation in education, in order to enhance the quality and improve the match between what (the future, digital) society needs and our educational institutions can offer.
This funding was granted based on a plan written by all public educational institutions, and our IT-cooperations SURF and MBO-digitaal: to start an extensive cooperation programme named “Npuls”.
This programme now provides the organisational structure to increase our level of cooperation and facilitate the (digital) transformation to a more learner-centered way of organising (the access to) education. Its topics span from a common IT-architecture, via it-solutions for microcredentials and agreements on (access to) learning materials, to new knowledge-resources for teachers on how to work with AI.
The real transformation, however, is not in the organisation, but should come from and happen in the educational institutions…
In this session we hope to exchange ideas with other people working on (national and/or) large scale innovation programmes between different institutions and stakeholders.

Kirsten Veelo
Programme manager, SURF, Netherlands
Programme manager at SURF. SURF is the collaborative organisation for IT in Dutch education and research.
Kirsten is an expert on digitalization of education, with a special focus on digital (open) educational resources. Kirsten is the liaison for the transformation hub digital educational resources in Npuls. This transformation hub aims for 100% FAIR learning materials (findable, accessible, interoperable & reusable) for vocational and higher education in the Netherlands.
Johanna de Groot
Liaison in the coordination team of Npuls, SURF, Netherlands
Johanna de Groot (https://www.linkedin.com/in/johanna-degroot/) works on educational innovation with ICT at SURF. She is a member of the coordination team of Npuls, the National Growth Fund programme by and for all public vocational education training schools, universities of applied sciences, and research universities in the Netherlands.
Johanna specializes in aligning policy, ICT-architecture and digital innovation in higher education, aiming at improvement of the quality and agility of education. Having a background in Biology, Johanna has worked in higher education policy and innovation since 2006, both in a university-context, at Universities of the Netherlands and now at SURF, the Dutch NREN.
Germaine Poot
Programme manager, ad interim innovationmanager education, SURF
Germaine Poot works on innovating Education with ICT at SURF, the collaborative organisation for IT in Dutch education and research. Initiating activities and programmes that focuses on change, collaboration and digital innovation. She takes a special interest in the subjects of study data, learning analytics and AI. Germaine has a background in Humanistic studies and has been working in the field of higher education for more than 18 years.
JaapJan Vroom
Policy advisor at MBO Digitaal and Captain of innovation at Npuls, MBO Digitaal and Npuls, Netherlands
JaapJan is a policy advisor at the MBO council in the field of data-enhanced education in secondary vocational education and training. He is also national leader of the pilot hub Educational Data and AI in the Dutch national growth fund programme Npuls.
Elsbeth Vonkeman
Senior policy specialist, Npuls, Netherlands
Elsbeth is an expert on educational organization in higher education with a special focus on digital transformation, experienced in organization design and change management. She is the liaison officer for UAS-NL in the coordination team of Npuls, the National Growth Fund programme by and for all public vocational education training schools, universities of applied sciences, and research universities in the Netherlands.
Judith Huisman
Secretary of the steering committee, Npuls, Netherlands
Judith is the general secretary of Npuls. Since the summer of 2021 she has been involved in every phase of the preparations for the program – first as a contributor to the proposal, then as a project manager in the application phase, and since May 2022 as the secretary of the Steering committee. She has worked as a policy advisor on innovation and (practice-oriented) research in higher education on a national level since 2016. She strongly believes in the power of coöperating and peer-learning, in order to improve the learning experience for (life long) learners.
