The UNESCO OER Recommendation: Opportunity and Challenges

In this workshop we will present the UNESCO OER Recommendation and discuss key ongoing initiatives to support its implementation from the ICDE OER Francophone Africa working group, capacity building activities and project. In addition, we will go into findings and recommendations for the way forward based on the ICDE OER Advocacy Committee Survey. Finally, Participants will be invited to interact with international experts on opportunities and challenges of the OER UNESCO Recommendation in the context of COVID-19.

Torunn Gjelsvik
International Council for Open and Distance Education (ICDE), Norway
Torunn Gjelsvik (born 1970) has more than 16 years of experience from the field e-learning and ICT in education. As head of development for the E-learning Centre at BI Business School and rector and managing director of two Norwegian online schools Torunn has developed both highly strategic and operative expertise in distance and flexible education, social media and the use of technology in teaching and learning. In 2013 Torunn was engaged as project manager for Flexible Education Norway and published the report: «Innovation and challenge – pedagogical development of Norwegian distance education institutions 1995-2015». Since 2015 Torunn Gjelsvik has been engaged as Senior Adviser and project responsible at International Council for Open and Distance Education – ICDE, the leading global membership organization for online, open, flexible and technology enhanced education. In 2016 Torunn took place in the orientation board of the French National Center for Distance Education - CNED.

Anaïs Malbrandt
International Council for Open and Distance Education (ICDE),
Anaïs Røed Malbrand, Norway, is Senior Advisor at the International Council for Open and Distance Education – ICDE. She is the key contact at the ICDE Secretariat for the ICDE Francophone OER working group and the OER Advocacy Committee. She has previously held positions in New York and Santiago de Chile at the United Nations Development Programme (UNDP), in Madrid at UN-Habitat, the United Nations High Commissioner for Refugees (UNHCR) and the Organization of Ibero-American States for Education, Science and Culture (OEI) and at Oxfam in Spain and Guatemala. She holds a Master’s Degree in Business Administration from NEOMA Business School in France and a Master’s Degree in International Cooperation from the Basque Country University in Spain.

Jacques Dang
Aunege, France
As Technology Director at HEC, Jacques leads collaborative initiatives in technological R&D, in cooperation with French universities, high-tech companies from the Systematic Paris Region cluster and academic partners from Europe and French-speaking Africa.
These projects involve next-generation networks, distance learning as well as evaluation and learning analytics.
Jacques is the coordinator for the PERICLES project, an e-education project from the national Investments for the Future program (Programme des Investissements d'Avenir).
He is a member of the French delegation to ISO/IEC JTC1 SC36, Secretary for AUNEGE, the French OER repository for Management & Economics, a member of the Steering Committee for Telecommunications at Systematic Paris Region and an expert for the French Ministry for Higher Education, Research and Innovation.

Ebba Ossiannilsson
ICDE/ Swedish Association for Distance Education, Sweden
Prof Dr. Ebba Ossiannilsson, is the V President for the Swedish Association for Distance Education (SADE), and the V President for the Swedish Organization for E-Competence (REK). She is the founder and owner of Ossiannilsson Quality in Open Online Learning (QOOL) Consultancy.
Ossiannilsson is an independent researcher, expert, advisor, consultant, influencer and quality reviewer in the fields of open online flexible and distance learning, including e-learning, technology-enabled learning (TEL), (OOFAT), OER and MOOCs. Her special focus is on quality, innovation, leadership, personal learning, and learning "just for me".
She has a long career in those areas, since the year 2000, she worked at Lund University, Sweden. In addition, she works as a consultant and quality reviewer at several of the prestige national universities.
Prof Ossiannilsson was awarded the EDEN Fellow title in 2014, she became Open Education Europa Fellow in 2015, and in the Council of EDEN Fellows, from 2018. She became an Open Education Europa Fellow in 2015. In 2017 she became ICDE OER Advocacy Committee, Chair, and Ambassador, as well she is in the ICDE Global Quality Network, Europe.
