Making comprehensive statements about the use of mobile technologies in learning in a given country is complex. In a continent of 1.32 billion people, fifty per cent of whom are under 25, and which has more than two thousand ethnic groups who speak an estimated 780 languages, the difficulty takes on a new dimension. Furthermore, the issues are manifold and made even more complex by national digital and wealth gaps that are broader than almost anywhere else - but it doesn’t mean no one is trying.
